    This isnt a bug, and is how its always worked. The point is if you are the site owner, you may not know why there is an issue or how to resolve it. This message is letting you know how to do so.

    It would be better if it appears only for the admin account instead of all users.

    That isn’t possible as you aren’t actually signed in to your community. This is a universal prompt to advise your community that an update is in progress, and if the site owner wasn’t aware of the update, they are now informed and can follow the prompt to complete the upgrading process.
