The point is if you are the site owner, you may not know why there is an issue or how to resolve it. This message is letting you know how to do so. This is a universal prompt to advise your community that an update is in progress, and if the site owner wasn’t aware of the update, they are now informed and can follow the prompt to complete the upgrading process.
